From a BES data sample of 22.3 $pb^{-1}$
collected at a center-of-mass energy of 4.03 GeV 
at the BEPC ${e^+e^-}$ storage ring, 
observed $D^0$,~$D^+$ events are used to tag the
$D\overline{D}$ events produced in  
${e^+e^-}$ annihilations. Decays of the $\phi$ and
$K^{*0}$ and \overline{$K^{*0}}$ are reconstructed
in the recoil against the observed D events.
D meson type identification procedures are developed
to distinguish between decays of the $D^0$ and that of 
the $D^+$ into $\phi$ and $K^{*0}$ mesons.
Preliminary BES results on the branching fractions
on these inclusive decays will be presented.
