Policy for BES paper publication in Chinese Journal {Draft} {Sep. 28,1997} {Nov. 17,1997} 1. During the BES 97 Annual Meeting the BES Collaboration reached an agreement for the submission of papers for publication in Chinese journals of BES results. As an addendum for the exsiting BES Publication Policy (June 23, 1996), nothing in the new policy will be taken as overriding anything in the old policy. As with papers submitted to English language journals, all papers submitted to Chinese journals must have the written approval of both co-spokespersons. These papers are considered one of three types: a. If a BES paper written in English is already published, or accepted for publication in an International journal on the basis of China-US consensus inside the BES Collaboration, and its corresponding BES paper written in Chinese (based on same analysis and reporting same physics results and conclusions) is intended for submission to a Chinese journal, the paper title, structure and form of the Chinese version may be different from the English version. The US side will be formally notified of publication in Chinese, and will be sent a copy of the Chinese paper. This mode is permitted with no need of further negotiation between China and US sides. b. If a submitted English BES paper has not been accepted by an International journal (for example, PRL,PRD,PLB,Phys.Rep. etc.), and the BES collaboration decides not to resubmit it either with corrections or to another journal, it can be directly submitted to journals published in China in English (such as Chinese Phys. Lett., Chinese Sciences (physics part) or in both Chinese and English (such as High Energ and Nucl. Phys.). The US side will be sent a copy of the paper published in China. This mode is permitted with no need of further negotiation between China and US sides. c. If the analysis work is basically done by Chinese members and a BES paper written in Chinese is intended for submission to a Chinese journal, then negotiation between China and US sides is necessary. 2. The Chinese version BES paper (type c) draft will be produced through following procedures : Firstly, the reported physics results should be discussed and examined carefully in a physics group. Secondly, the physics results should be reported in a BES monthly meeting (China side) and the transparencies (in English) should be sent to US side, to seek the opinions from both China and US members inside the BES. Taking the collected opinions into consideration, some necessary additional analysis work should be followed. Till the correctness of the analysis is agreed within the physics group and the analysis memo has been formed, the paper draft writing can be started. At this time, US side of the BES will be notified that a Chinese paper draft writing, which is intended to submit to a Chinese Journal, is started. Then the paper draft together with analysis memo should be presented to BES Advisory Group (of 1st division, IHEP), which will apoint two referee's to inspect the draft and memo, and at the same time the draft will be posted to BES Chinese members. The draft become approved until all the questions, doubts answered and suggestions considered. 3. The approved BES paper draft of Chinese version (in Chinese) will be faxed together with an abstract or a short summary (in English) to US co-spokesperson to seek further opinions from US side. Any opinion about the paper draft is required to be fed back in two weeks. All the suggestions or questions returned from US side will be considered in draft modification and the answers to these questions and suggestions will be fed back to US side in two weeks. Querying, answering and discussion about the paper draft by e-mail between China-US side are welcomed. 4. On the basis of China-US consensus inside BES Collaboration, the Chinese version of BES paper (type c) will be published with IHEP, Chinese Institutions and Universities as the authors, and the BES Collaboraton will not be cited as the author as the default. Individual US institutions and members are welcome to add their names to a particular paper.
